Implementing PA 58: Local Strategies for Managing Additional Division Rights
MSU Extension
Virtual
Public Act 58 of 2025 amended the Michigan Land Division Act (MCL 560.101 et seq.) granting additional division rights beyond the previous statutory limits. While the amendment expands opportunities for property owners to create new parcels for development without platting, there are stated concerns about density, pace of growth, infrastructure capacity, access, development review, and local regulatory authority.
This technical training will examine the statutory changes and their practical implications for local governments. It is intended for planners, zoning administrators, assessors, municipal attorneys, and other professionals involved in ordinance drafting and development review processes. The webinar will focus on ordinance and administrative tools available to improve the outcomes of PA 58 while minimizing the potential negative impacts to the community.
Participants will explore ordinance approaches to address development concerns, including land division review, zoning compliance review, private road regulations, and water and wastewater considerations. The session will also discuss administrative processes, coordination among reviewing agencies, and practical next steps for updating local ordinances and procedures before implementation of the new law. Ample time will be provided for participant questions, discussion, and peer exchange regarding emerging best practices and local implementation challenges.
The webinar is approved for 1.5 AICP certification maintenance credits by the American Planning Association. MCPs will earn 1.5 hours of continuing education. The webinar is not approved for assessor continuing education by the State Tax Commission.
Cost: $50 for regular registrants; $35 for Master Citizen Planners (MCPs)
